Gabriela Franco Parcella is the Chief Executive Officer for Mellon Capital. She provides strategic leadership to the executive team and all areas of the firm. Prior to her current role, Gabriela served as Executive Vice President and Chief Operating Officer, where she managed all operations, systems, finance, regulatory and administrative functions of the firm.
Gabriela has over 17 years of financial services, operations, risk and regulatory experience. As chief operating officer, Gabriela was responsible for oversight of all operations including accounting, investment operations, data management, information technology, trade operations, revenue/billing, finance, legal and compliance. She previously served other senior roles at Mellon Capital: Managing Director of Business Operations, Chief Compliance Officer and General Counsel. In those prior roles, Gabriela was a key contributor to Mellon Capital’s international expansion, its growth in collective funds and the launch of its alternative investment strategies platform.
Gabriela chairs Mellon Capital’s Executive Planning Committee and Senior Management Committee, and is a member of Mellon Capital’s Risk Management Committee and IT Steering Committee. She is also a member of the BNY Mellon Asset Management Executive Committee, the BNY Mellon Operating Committee and the BNY Mellon Global Diversity Council. Gabriela is the founder of the San Francisco Region Women’s Initiative Network (WIN), and is on the Board of Directors at Mellon Capital Management.
Prior to joining Mellon Capital, Gabriela was an attorney at Orrick.
Gabriela received her J.D. from Stanford Law School and her M.P.A. from the University of Texas at Austin.


Alexander Huberts is President of Investments and Finance at Mellon Capital. He provides strategic leadership and firm-wide oversight for portfolio management, research, trading, finance, and performance measurement.
Prior to joining Mellon Capital, Alexander was President and Chief Investment Officer of Coefficient Global®, a business unit of Standish Mellon Asset Management that specializes in quantitative investment strategies.
A native of the Netherlands, Alexander has more than 20 years of global quantitative investment experience. Prior to founding Coefficient Global® in 2006, Alexander served as Standish's Chief Investment Officer where he was responsible for over $150 billion in fixed income assets from 2003-2006. From 1992-2003, he was at Mellon Capital Management where he was appointed to Director of Research and Head of Asset Allocation respectively; in these roles Alexander co-developed and then oversaw over $30 billion in active asset allocation accounts.
Prior to that experience, Alexander was at Concord Capital where he worked on quantitative stock selection strategies; at the start of his career, he worked at AMRO bank (Amsterdam, the Netherlands) and the Ministry of Finance in the Netherlands. Alexander has published numerous papers on finance and investments in The Journal of Portfolio Management, The Journal of Investing and The Financial Analysts Journal. He also was awarded the Graham and Dodd scroll for outstanding financial research. Alexander is on the Board of Directors at Mellon Capital Management. He has a Master's degree in Economics/Finance from Tilburg University in the Netherlands, where he majored in economics for his undergraduate degree.


Charles Jacklin is Chairman of Mellon Capital. He is also Chairman of the Board of Directors.
Charlie’s finance and investment experience spans over 30 years. He is a member of Mellon Capital’s
Senior Management Committee, Fiduciary Committee, Investment Strategy Review Committee and Risk Management Committee.
Charlie’s previous roles have included President and CEO of Mellon Capital, where Charlie Jacklin oversaw all investment and operational areas of the firm. He also served as chief investment strategist where he was responsible for investment strategies and research, and director of asset allocation strategies where he was responsible for portfolio management in domestic, international and global asset allocation strategies.
Before joining Mellon Capital in 1994, Charlie was on the faculty of Stanford University’s Graduate School of Business, where he taught a variety of finance courses in the M.B.A., Sloan and Ph.D. programs. For the academic year 1990-91, Charlie served as senior staff economist for Financial Markets and Banking for the President’s Council of Economic Advisors in Washington, D.C. Prior to joining Stanford in 1987, Charlie spent three years on the finance faculty at the University of Chicago’s Graduate School of Business.
Charlie received his Ph.D. in finance from Stanford University in 1985. He has published numerous papers on finance and investments in academic research journals including the Review of Financial Studies, Journal of Political Economy, and Journal of Monetary Economics.


Thomas F. Loeb is Chairman Emeritus and Co-Founder of Mellon Capital. He has also served as Chairman of the Board of Directors and was Chief Executive Officer of the firm from its inception in 1983 through 2005.
Tom is a recognized authority on quantitative investment strategies and securities trading research. His investment management career spans four decades. Before co-founding Mellon Capital, he led Wells Fargo’s pioneering efforts in index fund management, tactical asset allocation, and enhanced equity strategies between 1973 and 1983. He also introduced equity trading strategies that have been widely accepted by both the investment management and brokerage communities.
In 2008, Tom was recognized by Plan Sponsor Magazine as a “Legend in the Retirement Industry.” Tom received the prestigious Graham and Dodd Plaque for his article “Trading Cost: The Critical Link Between Investment Information and Results.” His research results have been reported in William F. Sharpe’s “Investments” textbook. Tom is a noted author of journal articles, including “Is There a Gift from Small-Stock Investing?” published in the Financial Analysts Journal.
Tom is Chairman of the Mellon Capital Risk Management Committee as well as a member of the Board of Directors, Fiduciary Committee and Senior Management Committee.
Tom received his M.B.A. in finance from the Wharton School of Business, University of Pennsylvania.


Bill Fouse is co-founder and Chairman Emeritus of Mellon Capital. He is widely recognized as the “Father of Indexing” and the creator of the first quantitative tactical asset allocation strategy.
Bill has over 50 years of diversified experience in the investment management business. In May 2002, the Association for Investment Management and Research® (AIMR®) presented Bill with the James R. Vertin Award for his outstanding research contributions to the financial services industry. Pensions & Investments honored Bill in its December 1999 “Men of the Century” feature article, naming him among the select group of ten individuals who changed the face of investing.
Bill Fouse who earned the Chartered Financial Analyst designation in 1967, describes himself as a retreaded security analyst. An early convert to modern capital market and portfolio theory, Bill pioneered index fund management (1969); linked the Dividend Discount Model with the Capital Asset Pricing Model (1970); and created Tactical Asset Allocation (1972). Peter Bernstein, in his book Capital Ideas (1992), describes Bill as one of the individuals who “brought the gown to town.”
Bill received the Graham and Dodd Award in 1976 for his work which demonstrated that market liquidity is systematically priced, and a Graham and Dodd Award of Excellence in 1974. His published articles include “Risk and Liquidity” Financial Analysts Journal, 1976; “Is Beta Phlogiston?” Financial Analysts Journal, 1974; “The ‘Small Stocks’ Hoax” Financial Analysts Journal, 1989; “Allocating Assets Across Country Markets” Journal of Portfolio Management, 1992; “What Have We Learned?…” AIMR, 1993; and “New Directions in Index-Based Management” Financial Analysts Journal, 1998.
Bill is a Vice Chairman of the Institute for Quantitative Research in Finance.
Bill received his M.B.A. from the University of Kentucky in 1952 and was inducted into the Carol Martin Gatton School of Business and Economics Alumni Hall of Fame in March 2001.


Linda Lillard is an Executive Vice President and Chief Operating Officer at Mellon Capital. She is responsible for oversight of all operations including accounting, client operations, investment operations, data management, information technology, trade operations, legal and compliance.
With over 20 years of investment and finance experience, and over 28 years of IT experience, Linda has directed extensive firm wide software implementation, updated infrastructure management, and re-engineered business processes with the goal of streamlining processes in the financial services industry.
Prior to joining Mellon Capital, Linda held positions of principal at Bank of America Securities, where she was responsible for brokerage back office operations systems. She also served as Vice President at Nicholas-Applegate Capital Management, where she was responsible for investment data management, administration
and reporting.
Linda is Chair of Mellon Capital’s Operations Committee, and her memberships include the Executive Planning Committee, Fiduciary Committee, Senior Management Committee, IT Steering Committee, New Product Committee, Risk Management Committee, Securities Pricing Committee, Fiduciary Committee, Senior Management Committee, and Trade Management Oversight Committee. Linda earned her B.A. from Rutgers University.


Vikas Oswal is the Chief Investment Strategist of Mellon Capital with responsibility for the development of the firm’s business and investment strategies. As Chief Investment Strategist of Mellon Capital, Vikas is focused on the development of the firm’s investment and business strategies.
He also serves as co-chair of our Investment Strategy Review Committee, which reviews the firm’s investment strategies with an emphasis on risk control, improvement and innovation. Vikas has over 15 years of investment experience and has been a member of Mellon Capital’s investment management team for over 10 years.
Vikas was the former co-head and chief investment strategist of asset allocation. In this role, he was responsible for co-managing all of Mellon Capital’s U.S. and global asset allocation strategies including enhanced asset allocation, derivative and overlay strategies. As the chief investment strategist for asset allocation, Vikas articulated asset allocation strategies to clients and prospects, and participated in the refinement of existing asset allocation strategies and the development of new strategies.
In his previous position as director and portfolio manager, Vikas was responsible for the firm’s enhanced asset allocation and Tangent-Added® tactical asset allocation strategies and overlays. In addition, Vikas oversaw Mellon Capital’s over-the-counter derivative strategies including collars, swaps and options. Vikas also played a significant role in presenting our strategies to clients, prospects and consultants.
Prior to assuming this responsibility, Vikas managed BNY Mellon’s Stock Performance Fund. In this capacity, he was responsible for all aspects of derivative trading and cash enhancement strategies. Vikas joined Mellon Capital in a research capacity where he performed U.S. and global asset allocation research and conducted client-driven asset allocation studies designed to help maximize risk-adjusted returns.
Vikas received his M.B.A from the University of California at Berkeley and additionally has a graduate degree in engineering. Vikas also holds the Chartered Financial Analyst designation.


Richard Watson is the Executive Vice President, Global Head of Distribution at Mellon Capital. With 30 years of investment and finance experience, Richard is responsible for overseeing sales, consultant relations, client relationship management, product marketing, marketing communications, and distribution support.
Prior to joining Mellon Capital, Richard served as Head of Distribution and also Director of Sales and Relationship Management for The Boston Company Asset Management. Before joining The Boston Company, he served two years with State Street Bank and Trust Company and seven years with Merrill Lynch Pierce Fenner and Smith.
Richard is member of Mellon Capital’s Executive Planning Committee, IT Steering Committee, and Senior Management Committee.
Richard earned a B.A. in Economics from The College of the Holy Cross.


Jeff Zhang is the Executive Vice President and Chief Investment Officer of Active Strategies at Mellon Capital. With over 17 years of investment experience, Jeff provides portfolio management oversight for active equity, fixed income, and global macro products, including Global Tactical Asset Allocation® (GTAA®), currency, and commodity strategies.
Jeff also provides strategic leadership for all active strategy research and development for equity, fixed income, asset allocation, currency, commodity strategies and other active strategies, as well as expanding and fortifying the multi-strategy platform.
Previously at Mellon Capital, Jeff was the head of asset allocation and led the research and development of Global Tactical Asset Allocation and active currency strategies.
Prior to joining Mellon Capital, Jeff was a Former Partner and co-founder at Bayswater Asset Management LLC in San Francisco. Jeff also performed equity research on the Real Estate Investment Trust (REIT) industry at Salomon Smith Barney.
Jeff serves as Chair of Mellon Capital’s Investment Research Committee and co-chair of the Investment Strategy Review Committee. He is a member of the Executive Planning Committee, Fiduciary Committee, and Investment Management Committee, IT Steering Committee, Risk Management Committee, and Senior Management Committee. Jeff is on the Board of Directors at Mellon Capital Management. He earned his M.B.A. in Finance from Yale University.
